2. Freeze — dot-birth-trigger-setup (DOT-119) and dot-birth-backfill (DOT-118) reversibly quarantined (original preserved byte-for-byte; inert guard wrapper exits 3). Safe: no auto-callers; composite caller dot-collection-create degrades gracefully.
3. Drift detector — 12 additive views (incl. v_birth_gateway_no_old_function_guard = PASS, v_birth_gateway_ssot_drift_detector = OK) make any revert to the old (exempt-guard-less) gateway machine-detectable; teeth proven.
4. QT preservation — QT-002 live path UNCHANGED; no QT worsened.
5. Stage 1 packet — BIRTH_STAGE1_GATEWAY_SSOT_IMPLEMENTATION_PACKET.md ready.
