President — vote in this exact order

1. PROC-OWN-01 approve → assigns AX-PROCESS owner (unblocks all).
2. PROC-OWN-02 approve → canons AX-PROCESS (CANDIDATE→ACTIVE) + PIV-340..353.
3. PROC-OWN-03 approve → registers job:cut = first official process (official RP 0→1).
4. PROC-OWN-05 approve → activates 7 process.* events (after a process exists).
5. PROC-OWN-04 approve → dot:kg family owner + authorizes 10-split (independent track).

Cast each as a human-president approve row in apr_approvals (high-risk quorum: 1 human president + 2 ai_council). Handlers execute the flip automatically and fail-closed; nothing happens without your vote.

Flip process_dot_runtime.{dry_run_only=false, execute_enabled=true, real_run_enabled=true} + promote DOT_KG_EXPLAIN contract DRY_RUN→REAL_RUN, verify executor health, run first correlated REAL_RUN.

AX-TRIGGER owner — Dieu-39

Assign owner → insert axis_registry row (spec in v_ax_trigger_canon_prep_spec) → president canon.

Do NOT

Force-push public main; fake any vote/owner/assignment; flip dot:kg config before PROC-OWN-04; activate events before a process exists; insert into system_issues.
