1. PROC-OWN-01 → fn_pa_handler_assign_axis_owner writes governance_object_ownership (AX-PROCESS, owner=GOV-MOW). ownership 0→1.
2. PROC-OWN-02 → fn_pa_handler_register_axis: axis_registry.status AX-PROCESS CANDIDATE→ACTIVE; canon PIV-340..353 (note: max physical pivot today is PIV-313 — PIV-340..353 are the reserved canon block to be materialized at canon, not pre-faked).
3. PROC-OWN-03 → fn_pa_handler_register_process: job:cut birth admission + first axis_assignment row on AX-PROCESS. official RP 0 → ≥1.
4. Owner then drains the 6 new candidates + 11 owner-gated + 8 reconcile into candidate→birth as governance bandwidth allows.

Expected official RP count

• Immediately after PROC-OWN-03: 1 (job:cut).
• After owner drains 6 ready candidates (each needs president birth): up to 7.
• Full 453 denominator is a long-horizon owner program, not a single vote.

Rollback caveat

Axis status revert + axis_assignment delete + ownership delete are reversible. The job:cut birth admission row is not retirable — intended and authority-gated.
