The prior run (ONE_ROOF_AUTH_MODEL_RATIFICATION_INTAKE_AND_DECISION_RECORD) produced the 8-doc ratification-intake package on the local filesystem but deliberately deferred KB ingestion (to honor that run's "no Qdrant mutation" line). A GPT check then found the package absent from KB. This mission was explicitly authorized to publish and verify it.

7. Final ratification-routing verdict (mission §2.6)

• Ratification status: READY_FOR_HUMAN. The decision is fully designed, rehearsed-green, packaged with exact UI/manual steps, and now published + discoverable. Enactment awaits the one constitutional act an Agent cannot perform.
• D-BOOT-1 / D-BOOT-2 human-only? YES. Enacting them requires a one-time L2 council quorum + L4 sovereign e-sign — both human/sovereign. (R-REQ, intake doc 01 §1.5.)
• Any Agent-recordable path? NO. Enactment = forgery; even the intake-request is blocked by (i) no governance action-type to reference (circular with the unbuilt SB-1), (ii) constitutional origination must be human, (iii) no-mutation scope. (D-PATH, intake doc 03.)
• Build: NO-GO. Two independent reasons: authorization gate unsatisfied (os_proposal_approvals=0, no L2/L4, no SB-0) and per-step SB-0 grants cannot exist until SB-0 is built, which cannot be built until the model is ratified.

1. A human governance owner files APR-BOOT-AUTHMODEL-1 (non-add action; blank proposed_action_code; full proposed_action JSON + descriptive title) — intake doc 04 §4.1.
2. The council records L2 quorum: ≥1 president-human + ≥2 ai_council, 0 rejects, proposer excluded → quorum_passed=TRUE — intake doc 04 §4.2.
3. The President L4 e-signs the adoption into os_proposal_approvals (esignature_agreement=true) — intake doc 04 §4.3.
4. Only then trigger P3 — gated SB-0 build.

Agent-side parallel macros (non-build): P2-EXEC (route the packet to the humans) and GPT council re-verification of the now-readable package (the open N3/B-GPT-REVIEW).
