The industrial-birth / cross-law patch is materially correct and should be accepted as part of the document-only Master Design baseline. It successfully binds the 4 Mothers to the existing laws for UI templates, birth registry, collection/species classification, governance factory agencies, DOT/API mutation, approval, and machine-checkable traceability.

No further design patch is required before approving the Master Design baseline, unless the user wants to solve the human-org-role/permission law gap immediately. That gap is real but non-blocking for IU substrate readiness and document approval.
