Why PARTIAL (not READY)

All four safe parallel workstreams are complete as preflight/template/checklist material. The status is PARTIAL because the dry-run-specific scan waits for T1 output: T1's dry-run / execution-readiness packet is not yet published (T1_DRYRUN_NOT_YET_PUBLISHED, verified — only the paper planning packet + a staging-only dry-run design exist, execution_ready=false). No safe same-lane work remains; the review template is ready to apply the moment T1 publishes.

  • A Governance fold preflight — COMPLETE. Fold boundary=224; backlog 225..388 contiguous; collision CLEAN; orphan CLEAN; missing-pointer scan (326..342 & 343..377 absent from both pointer surfaces); ascending apply-order; APPLY_NOW=NO.
  • B Object collision/orphan audit — COMPLETE. Duplicate IDs=0; overlaps=0; one RESOLVED_HISTORICAL near-collision (T1 289..309→305..325); safe ceiling=388.
  • C TKT Base review template (FIX7 dry-run) — COMPLETE (template only). Keyed to L0–L3 + scope-leak + rollback/exec/semantic overclaim guards. Readback Table C included.
  • D NVSZ root readiness packet — COMPLETE (operator checklist). R0–R8 + escrow schema + byte-vs-functional + both validators' exit taxonomies + exact operator inputs + options A–E. No designation.
  • E Current-state — published (TKT-OBJ-387).
