registries-pivot is blocked because birth/governance + FIX7 foundation are not clean enough. This macro advances the FIX7 foundation (the canonicalizer SSOT is now executable + reproducibly evidenced, recheck-9-packet ready) but does not resume the pivot and does not repair auto-birth (the auto-birth gaps remain diagnostic evidence). Pivot readiness is unchanged pending: Codex recheck-9 seal of FIX7 + the separately-tracked auto-birth/governance authority blockers.
