Pivot Tool-Kiem-Thu back to supporting FIX7: convert the FIX7 build blueprint into a checkable form, run the Article-14 executable-evidence check (5 lenses: missing artifact / fake selftest / non-runnable command / duplicate authority / forbidden scope), and produce a report that helps approve the "bản vẽ thi công" faster. Auto-birth/governance gaps left as diagnostic evidence (NOT patched). New objects birth/governed in this same macro.

What was done

  • Identified the target: T1 FIX7 Existing-System Refactor Execution Blueprint (14 docs, all .md) + latest review Codex Recheck-8 (…NEEDS_T1_FIX).
  • Built Checkable FIX7 Package (TKT-OBJ-042): 4 declared artifacts + 7 load-bearing claims (C-01..C-07) in the inspector adequacy shape, each bound to a lens + a Recheck-8 check letter.
  • Defined the 5-Lens Detector Spec (TKT-OBJ-045), scoped to this blueprint only.
  • Ran the Article-14 Executable-Evidence Check (TKT-OBJ-043) → FAIL (non-gating), consistent with Recheck-8: L1/L2/L3 FAIL (the runnable .py is absent — first-hand confirmed: folder = 14 .md, no .py; declared command …ssot.py --selftest[Errno 2] exit 2), L4/L5 NEEDS_FIX.
  • Produced the Approval-Acceleration Punch-List (TKT-OBJ-044): single root cause + 7 dependency-ordered, evidence-bound fixes (P1–P7) with acceptance tests + a ready-to-approve gate.

Key result

Article-14 master verdict reproduced: CONSTITUTION_14_EXECUTABLE_CHECK_FAIL — single-rooted in the absent runnable canonicalizer (canonicalizer-fix7-canon-v1-ssot.py). Tool-Kiem-Thu agrees with and structures Codex Recheck-8; it adds no authority, reverses nothing, seals nothing. Owner's no-approve decision preserved.

Governance (same-macro birth)

TKT-OBJ-042..046 added to the object registry (md rev2 + json rev2). Authorities: provisional-non-authority (checkable package), evidence-only (check + punch-list + checkpoint), design-authority-provisional (detector spec). None is a canonical/sealing authority over the blueprint (anti-self-defeat: the checker must not commit Lens-4 duplicate authority).
