Verdict

Opus v0.1.1 is materially improved and directionally correct. The 8 GPT patches plus 3 self-review patches are valid. The draft is close to Council Review level, but should receive a short P4 polish before formal Council review.

  2. Change “After Council PASS → pilot G2/G3 → upload KB” ordering. The law must be uploaded/recorded as the controlled draft before segmentation; segmentation should operate on the controlled draft, not a floating chat artifact.
  3. Reword “LSL-01 still ưu tiên” to avoid undermining Đ44. Better: LSL-01 governs text-as-code procedure; Đ44 governs object schema logic. Neither overrides the other outside its scope.
