1. Policy (ratified — O5 doc 03 OPT-5, doc 05 R-8, doc 04 GAP-8)

A first orchestrator-managed production cut MUST target a document that is small (≤ ~20 candidates), new, not the Constitution, and not signature-critical / externally-relied-upon. Signature-critical documents are deferred until real crypto (O10). The orchestrator's source_pin phase requires a registered source_document + source_version; the macro forbids creating new source_document/source_version rows outside an approval scope.

3. Assessment

  • ICX-CONST — the only registered source document — is the Constitution: authoritative, signature-critical, already 60/60 enacted. It is explicitly forbidden as a first-cut target (OPT-5 / R-8) and re-cutting it is not a new document.
  • D38-DIEU* / pilot.* / test rows are loose information_unit rows not backed by any registered source_document / source_version. The orchestrator cannot pin them in source_pin; using them would require creating new registry rows — which this macro forbids without an approval scope.
