TL;DR

86 DIEU-35/28/32 IUs are READY_FOR_PROMOTION (readiness 86/86 PASS, content-hashed 04fe4c32bac43880adea92de04ce3027). Execution is BLOCKED by two stacked gaps the 7000x authority pack cannot bridge:

  1. Governance authorship gapcutter_governance.manifest_envelope + manifest_unit_block for the DIEU corpus do not exist. Authoring them requires sovereign authority beyond this macro.
  2. Code compensation gappublic.fn_iu_supersede and public.fn_iu_retire are not implemented. Without per-IU reversibility, fn_iu_enact would violate the "reversible by default" constitutional rule.

Therefore: no fn_iu_enact was called, no cutter_governance.review_decision row was inserted, no Qdrant point was indexed. Existing 61-pt KT-B / ICX-CONST corpus untouched. All write gates inert. All safe branches executed.

Why the gates blocked

  • cutter_governance.review_decision has FK manifest_id → manifest_envelope.envelope_id. Live manifest_envelope rows: 2 (450e2991… proposed cut, 638cf363… applied ICX-CONST cut). Zero envelopes reference DIEU-35/28/32. Authoring a new envelope is governance-owner authority outside the 7000x narrow approval.
  • public.fn_iu_supersede / fn_iu_retirecount(*)=0 in pg_proc. README: "FSM-recognized but not yet implemented". Lifecycle promotion requires reversibility by constitution.
  • Qdrant onboarding is gated on lifecycle promotion succeeding.
