1. Summary

The S1 CUT-plan dry-run command review package is authored. It specifies a safe, artifact-only dry-run that derives — from the accepted & pinned MARK manifest (digest 9d908a62…, 60 candidates) — the exact governed row-set a future production CUT WOULD insert, and emits it as inspectable artifacts with zero DB/IU/Directus/vector writes. Điều 44 stays excluded. The entrypoint is authored in the separately-gated S2; nothing here is executed or coded.
