1. GPT chốt Option 1 (hoặc Option 3 nếu muốn tránh DDL).
2. Opus soạn agent execution prompt theo file 14 rev2 §8 (Phase 0-5).
3. GPT review prompt → approve dispatch agent.
4. Agent execute: DDL + seed + fn amend + H11a amend + smoke tests.
5. Smoke test report → GPT verify.
6. F6 resolved → Pack 2B có thể mở (nhưng vẫn cần GPT/User approve riêng).

Không bắt đầu bước 2 cho đến khi GPT chốt option.
