• It must not create IU rows, unit versions, edges, Qdrant collections, outbox rows, migrations, code, or dispatch any worker.
• It must not modify 07/07b/07c/08/08a/08b/08c.
• It must include a hard stop after report generation and require User/GPT approval before any execution or mutation.
