1. G10 uses new concepts directly — publication_ref for member counting, logical_unit_ref + section_type for diversity, publication_render_order for ordering integrity. No publication_link reference.

2. G11 uses publication_ref for per-publication grouping. No publication_link reference.

3. Concept migration note removed — §2 no longer tells agent to "substitute old concept names." All goals now reference current concepts directly. Agent doesn't need to interpret migration instructions.
