• Downgrade “new species recommended” to “option pending legal/runtime discovery”.
• Downgrade “atom recommended” to “hypothesis pending containment analysis under Điều 0-B”.
• Replace ad-hoc birth_registry backfill language with QT-001/QT-003R-aligned backfill requirement.
• Add explicit statement: no new classification universe; IU must join existing one-system classification model under Điều 29.

3.3 Patch the read-only discovery prompt
