PASS with required polish before upload.

P38-XA correctly implements the user's strategic direction: Information Unit is reframed from a narrow text-as-code unit into a universal information substrate. The Living DB Contract, 10-capability set, and 0-5 tiered rollout are directionally correct and should be preserved.

Required polish

  1. Do not call Tier 0 "Final". It is a controlled-draft proposal, not enacted or final.
  2. Define a stable boundary between base core and extension capabilities.
  3. Add minimum viable core for all Information Units across all use cases.
  4. Strengthen DOT-first design by adding a DOT contract matrix per capability.
  5. Treat 34 Tier-0 elements as baseline for smart-data direction, but mark enforcement as progressive.
  6. Do not upload yet; produce P38-XB polish first.

Direction to Opus

Prepare P38-XB with these changes:

  • Replace all "Final" labels with "Proposed Tier-0 Baseline" or "Controlled-Draft Proposal".
  • Add §3.x Base vs Extension Boundary.
  • Add §5.x Universal Minimum Core, independent of TAC/legal text.
  • Add DOT Contract Matrix: writer DOT, checker DOT, enrichment DOT, reverse-index DOT, drift DOT.
  • Add "Design decision: wide schema, progressive enforcement".
  • Keep 10 capabilities and 6-tier rollout.
  • Do not upload until User/GPT review P38-XB.

Next step

Opus should produce P38-XB polish, not upload P38-XA yet.
