MCB-6 — no single enacted laws-new architecture baseline → OD-3.  (three-tier hierarchy meanwhile)
Codex §6.4 — keep namespaced NVSZ codes + canonical hash_manifest.sha256 (honoured in 07).
Codex §6.5 — reserved-token floor in versioned config; define normalization (done in 04 §3).
Codex §6.6 — remove unreachable aggregate N/A or define it (removed in 06 §3).
Codex §6.7 — "0 mutations" is a package attestation, not live proof (stated in 22).
