2. Carry-forward caveats (Codex §6, reproduced)
MCB-1 — RS5B has no external Codex review → OD-2. (non-blocking for Phase 1)
MCB-5 — NON_VECTOR_ROOT undesignated → OD-1. (blocks Phase 3, not Phase 1)
MCB-6 — no single enacted laws-new architecture baseline → OD-3. (three-tier hierarchy meanwhile)
Codex §6.4 — keep namespaced NVSZ codes + canonical hash_manifest.sha256 (honoured in 07).
Codex §6.5 — reserved-token floor in versioned config; define normalization (done in 04 §3).
Codex §6.6 — remove unreachable aggregate N/A or define it (removed in 06 §3).
