0. What this document is

The read inventory and source-status ledger for Phase 1. It records every governed file read before any Phase-1 design claim was written, classifies each source by authority tier (per PATCH1 P3), and confirms the mandatory source (the Codex acceptance report) is readable. No design claim in 01–22 may rest on a source not listed here.

Precedence: Tier 1 > Tier 2 > Tier 3 on any conflict. MCB-6 remains OPEN — no single enacted laws-new architecture baseline exists; Phase 1 is itself a Tier-3 draft-workspace activity. This package never calls a Tier-2 draft file "binding enacted law."

7. Target workspace state (pre-write)

list_documents(path="knowledge/dev/laws-new/tool-kiem-thu-lego/phase1-design/") returned count=0, next_offset=null, truncated=false before any Phase-1 write. Therefore every Phase-1 file is additive (creates a new document; overwrites nothing). Prior RS-TKT-0A 00–08, patch1/00–08, patch2/00–04 are not edited (stay revision 1); only index.md receives an additive Phase-1 pointer.

8. Read-completeness statement

All sources listed in the macro §1 source map were read or spot-checked; the one mandatory source (Codex acceptance) was read in full. No design claim downstream rests on summary-only knowledge of a load-bearing contract. Where a source could not be opened, this document would record HOLD_MANDATORY_SOURCE_UNREADABLE; no such HOLD was triggered.
