No governed mutation was made on the C1/W7 surface, the VPS code SSOT, or the DB. Therefore there is no deploy to revert, no handler_ref binding to unwind, no DOT to retire, no grant to revoke, no APR to withdraw, no stash to pop, no quarantine to restore.

Had Phase C executed: patch_ops_code deploy writes a timestamped backup of dot/bin/dot-apr-execute; rollback = re-apply the backup via an equivalent governed patch_ops_code APR (never raw file write). Handler_ref binding rollback = governed reverse migration. dot-c1-grant-issue rollback = DOT retire lifecycle. None needed now.
