C1 W7 Autonomous Operator Block — dot-c1-grant-issue Lifecycle (PHASE NOT ENTERED)

2 min read Revision 1

07 — dot-c1-grant-issue DOT LIFECYCLE — PHASE NOT ENTERED

Status: NOT ENTERED (gated by Phase B quorum; depends on Phases C/D)

dot-c1-grant-issue was NOT born, admitted, registered, or cataloged in this run.

dot_tools dot-c1-* rows: 0 (unchanged)
dot_agent_api_contract: 2 (unchanged)

Why

Registering the grant-issuer presupposes a bound authorize_build_step handler (files 05/06), which presupposes the high-risk quorum (file 04) that the agent cannot obtain. The run halts at Phase B2 before any DOT lifecycle work.

Design constraint recorded (proposer, not writer)

When this DOT is eventually born, it MUST be a PROPOSER:

  • calls dot-apr-propose --action-code authorize_build_step
  • MUST NOT POST to Directus governance_build_authorization
  • MUST NOT INSERT a grant row directly
  • MUST NOT hardcode a grant row / owner / manifest hash / plan hash / schema / handler_ref

Lifecycle still owed when unblocked: reuse-first → birth → governance/admission → registration → catalog/CAT-006/dot_tools → DOT-manage ledger → rollback/retire → readback → orphan check. None performed now. Zero orphan DOTs created (nothing created).
