authorize_build_step.handler_ref is UNCHANGED:

Why

Binding the handler_ref must go through a DOT-approved / governed migration path (origin MIGRATION is the authority-approved binding path), and it is downstream of the handler deploy (file 05), which itself is gated by the unobtainable high-risk quorum (file 04).

Hard line honored

No manual UPDATE apr_action_types SET handler_ref = ..., no manual Directus update, no registry bypass was performed or attempted. Had only raw SQL been available, the correct outcome would have been REJECT (GOVERNED_C1_DRYRUN_REJECT_MANUAL_BINDING_SQL) — but the run halted earlier at the quorum gate, so binding was never reached.
