execute_authorize_build_step was NOT deployed into dot/bin/dot-apr-execute. No
patch_ops_code APR was created, approved, or executed.
Why
Phase C deploy requires a high-risk patch_ops_code APR (risk_level=high, handler
dot-apr-execute:patch_ops). That APR is subject to the same fn_apr_quorum_check gate:
≥1 human president + ≥2 ai_council recorded approvals. Per file 04 that quorum is not
obtainable by the agent. The macro halts at Phase B2 before Phase C.
What is established (capability, not authority)
From prior preflight evidence: the handler architecture is proven (dot-apr-execute v2.2.0 bash
case on handler_ref; execute_patch_ops_code is the precedent deploy mechanism that writes
bin/dot-* via the governed patch_ops_code APR; SYNC_SECRET is present in
/opt/incomex/docker/.env). The deploy vehicle EXISTS and is drivable — but only by an
authorized, quorum-approved patch_ops_code APR, which the agent cannot get approved.
No hashes (old/new), no backup path, no rollback command are recorded because no deploy occurred.
