Three declarations

1. Vĩnh viễn: completion stamps must be committed only after their stage gate passes; later verifiers must independently enforce load-bearing invariants.
2. Nhầm được không: target ownership, regex guards and official DB isolation are now infrastructure-enforced; evidence status is not, because pre-gate ledger rows can be mistaken for DONE.
3. 100% tự động: the reviewed plan is automated and cleanup-fatal, but direct primitive composition can still convert rejected upstream state into P6 PASS. Therefore not complete.
