0. Status

STATUS: PASS (decision-bridge complete; C1–C15 satisfied; nothing enacted; no runtime touched).

The mission — convert the accepted Phase-1 read-only runtime verification into an Owner-facing blocker decision matrix + remediation macro roadmap — is complete. The output is a planning/decision/scoping packet plus this report; exactly two KB documents were created, both under allowed paths. No live DB/runtime query was run; no source law/draft/note/prior report was patched.

Two control corrections were applied to the Phase-1 findings (mandated by the task as the GPT/control caveat step): C-1 relabels PH1-F1's surface to Đ39/KG provenance (keeping HIGH), and C-2 splits PH1-F3 severity into HIGH (birth-dependent TD) / MEDIUM (non-birth scopes). These are corrections to labeling/severity, not to evidence — no Phase-1 evidence was altered, and the Phase-1 report itself was not patched.

  • 10 findings + 4 caveats: PH1-F1…F10, PH1-C1…C4 — each given runtime truth, severity, TD-impact, impl-impact, Owner-decision flag, remediation type, package, and priority.
  • Documentary lag (PH1-C1…C4) was listed separately (§3) from the true runtime blockers (§5), per the task's C6 requirement.
  • Carried structural blockers (CONS-002/003, CELL-003/004/007, GOV-016/017, GOV-REUSE-001) were included as gating context, explicitly marked out-of-Phase-1-runtime-scope.

Note on provenance of the "Codex caveats": the Phase-1 report (rev1) has not yet been Codex-reviewed (its §15 recommends that as a next step). The caveats C-1 and C-2 are the control corrections this Phase-1B task was explicitly instructed to apply when normalizing the findings; they are carried into the packet as such, and the Phase-1 report is left unpatched for its own GPT→Codex chain.


5. Decision matrix completeness

The blocker decision matrix (packet §5) covers, for every row: runtime truth · severity · blocks-TD? · blocks-implementation? · Owner-decision-required? · remediation-required? · remediation-type (READ_ONLY_SCOPING / WRITE_ENABLED_REMEDIATION / DOC_REFRESH / OWNER_DECISION_ONLY) · recommended package · priority. Rows: 5 surfaces + PH1-F1…F10 + PH1-C1…C4 + the carried structural-blocker group. The technical-design gate is stated separately and precisely in §6 (blocked / scoped-open / never-allowed). No row is marked resolved.


6. Remediation packages defined

Five macro packages defined (packet §7), each with objective · blockers covered · why it matters · allowed first move · forbidden actions · expected output · write-enabled-approval-required-later flag:

  • R1 — Điều 39 KG Provenance / Quarantine / Execution Readiness (Đ39 surface, PH1-F1).
  • R2 — Birth Certify Pipeline / Canonical Stamp Readiness (PH1-F3, HOLD-2 birth/stamp path).
  • R3 — Điều 35 DOT Governance Readiness (Đ35 surface, PH1-F4, PH1-F5, PH1-F9).
  • R4 — Authority Residue / Birth-Gate Policy (RISK-BYPASS surface, PH1-F2, PH1-F6, PH1-F7, PH1-F8).
  • R5 — HOLD-1 Staging Production Readiness (HOLD-1 surface, HOLD-2 IU-lineage).

Recommended order (packet §8): R1 → R2 → R3 → R4 → R5, with two evidence-based adjustments noted — (a) R4's GUC-confirmation sub-item should run immediately/in parallel; (b) R2 is co-priority/foundational and may be scoped in parallel with R1. None of the packages is opened, scoped, or executed here; "allowed first move" is gated behind the Owner opening that package.


7. Non-authorization

This packet and report authorize nothing. Reaffirmed (packet §0, §11): no runtime query, no DDL/DML, no runtime patch, no source/draft/note/report patch, no current corpus, no draft adoption, no technical design, no implementation, no blocker resolved, no authority-order change, no v0.1 baseline change, no v0.2 promotion. The five remediation packages are described, not opened. Engineering/Codex PASS ≠ Owner authorization.


8. Folder policy

  • Both files were created under allowed paths only: the decision packet under newlaws/consolidation/, the execution report under newlaws/reports/ — mirroring the established D0/D1/E0/Phase-1 layout.
  • No current/ folder was created; no current corpus (no copied/moved law text) was created. A consolidated reading layer remains a future Owner-gated, pointer-only act (D0 Option B), not performed here.
  • knowledge/dev/laws/ (source laws) and all amendments/rewrite/notes/prior reports were read-only; none was edited, moved, or renamed.
