STATUS: PASS — engineering / design-only. The Mega Gate Bundle is complete: exactly twenty files (nineteen design-only consolidation deliverables + this execution report). The macro stayed strictly design-only and strictly LEGO despite its larger scale: B2 remains the only primary block; B5 (backlog) and B7 (GUC policy) remained dependencies only, never opened; the channel was compared/recommended but not selected as authority; staging stayed an IO contract / build-readiness only (no schema/corpus/extraction); the bad-input/no-touch/delete-fast lanes stayed proof obligations (no test run); the R1/KG lane was used only as an invariant cross-check (no KG work opened); and no actual technical design was written. Engineering PASS ≠ authority PASS. Nothing was built, queried, mutated, or authorized. Default disposition: HOLD.
The bundle is larger than the prior 5-file planning bundle (20 deliverables) but did not increase coupling: each deliverable is a separate, independently reviewable, independently discardable control surface; no merged mega-plan; no hidden shared write surface; no automatic planning→TD or TD→implementation transition.
