The 17 non-priority KEEP+NOTE notes are deferred to a future Batch A.

5. Registries-Pivot / Tool-Kiem-Thu Safety Lock (recorded, not executed)

1. Current tool/packet by T1 = v0.1-stable / FIX7 V3 baseline.
2. Remains usable for FIX7 Recheck-9 / current Codex packet verification.
3. Must not be overwritten.
4. It is the regression baseline / comparison fixture.
5. Tool-Kiem-Thu v0.2-hardening = a separate development track.

• Birth (Goal C): Đ0-G inserts an uncertified birth record at INSERT; certification is a later async event → does not force canonical-at-INSERT. Đ4 stays KEEP+NOTE; the AMEND pressure is L4 (#5) + Đ38 v3.0 (#6). Mapping: certified=false ⇒ TEMP_ID/F1; certified=true ⇒ canonical-at-promote/F4.
• Source-location hazard: Đ0/0-B/0-G are not in laws/ and not embedded in the Constitution; they live in architecture/. Constitution references broken law-00*.md. → source-recovery recommended.
• Enacted ≠ live: Đ39 runtime-EMPTY; Đ35 PRODUCTION-READINESS-FAIL + RISK-BYPASS (fn_auto_approve_add, 160 unvoted). Carried, not resolved.
