Scale-plan lock. This packet plans the next 25–30-deliverable macro without fragmenting work. It authorizes no macro, opens nothing, selects no channel. Scale the prompt, not the coupling; each deliverable a separate control surface; no tier transitions automatically.


0. Status and non-authorization

STATUS: PASS — engineering / design-only. A recommended next-macro plan (Macro-2: the Owner-decision/OOB prerequisites) scaled to 25–30 separate deliverables. Engineering PASS ≠ authority PASS. Default disposition: HOLD. No macro authorized; no channel selected; no TD; no DB write/DDL/DML; no blocker resolved.

Evidence basis — design synthesis of Deliverables 1–24. Reading discipline: main process, no reader-agents.


1. Purpose

Answer macro question 10: what should the next macro be, at 25–30 deliverables, without fragmenting work? §5 is the plan.

The one rule: scale prompt size and deliverable count, never coupling. The next macro is the Mega Gate roadmap's Macro-2 (channel decision + Đ0-G source authority + S2 owner) — three independent decisions delivered as separate control surfaces, plus their supporting read-only/decision deliverables.

3. Accepted baseline (carried)

Mega Gate roadmap: Macro-1 (read-only re-verify) → Macro-2 (channel/Đ0-G/owner decisions, separate deliverables) → Macro-3 (staging build readiness → separate build gate) → (separate gate) actual B2 TD. This macro executed Macro-1's read-only re-verification. The next macro is Macro-2.


4. Anti-fragmentation rule (carried)

A larger macro is fine if every deliverable stays a separate, independently reviewable, discardable control surface; no deliverable depends on another's internals; no automatic planning→TD→implementation transition; B2 stays the only primary block; B5/B7 stay dependency-only; the channel stays internal and unselected. A macro that fuses these is NOT_LEGO_COMPATIBLE → HOLD.


A single larger macro carrying three independent Owner-decision/OOB lanes as separate deliverables, each with its own readiness/options/proof/review surface:

That is ~23 deliverables; the macro may add per-channel proof sub-deliverables to reach 25–30 without coupling (each remains separate). No deliverable selects the channel, recovers Đ0-G, or assigns the owner — they prepare the Owner's three decisions as separate, reviewable artifacts. Actual B2 TD remains a later, separate gate (Macro-3 then a TD gate), not part of Macro-2.

Why this, not Path 6 now: aggregate B2 TD is NO-GO; GATE-4/5 are non-waivable and open. Macro-2 closes exactly those Owner-decision/OOB prerequisites. Path 7 (B5/B7) is rejected as scope creep and is not in the plan.
