Snapshot lock. This packet records a fresh read-only count snapshot of birth_registry certification state. It also serves as the "before" baseline any future no-production-touch proof (Deliverable 19) would compare against. It writes nothing and certifies nothing.

STATUS: PASS — engineering / read-only. Fresh certified/uncertified counts, the 2026-03-21 one-shot bucket breakdown, last birth, and the zero-stamp confirmation. Engineering PASS ≠ authority PASS. Default disposition: HOLD. No certify/inspect write; no DB write/DDL/DML; no TD; no blocker resolved.

Evidence basis — FRESH_READONLY_EVIDENCE (FQ-2, FQ-3, FQ-4). Reading discipline: main process, no reader-agents.


1. Purpose

Snapshot the live certification state read-only and re-confirm the R2a root cause (one-shot bootstrap; backlog growing; producer absent). §4 is the snapshot. It doubles as the no-touch "before" baseline.

The one rule: the snapshot is observability; it certifies nothing and authorizes nothing. The backlog figure is the size of the B2 gap, not a mandate to act on it (that is B5, separate).
