STATUS: PASS — engineering / design-only. Re-affirms the tool/packet lock verbatim. Engineering PASS ≠ authority PASS. Default: HOLD.

Carry the tool/packet lock unchanged into Macro-5.

2. Sources / evidence read

Macro-4 tool/packet lock reconfirmation (D71); prompt §0.8; bad-input no-digest-pass gate (75). Main process, no reader-agents.

3. Accepted baseline (carried)

v0.1-stable / FIX7 V3 baseline = may continue for FIX7 Recheck-9 / current Codex packet; must not be overwritten; use only as reproducibility/regression fixture. Tool-Kiem-Thu v0.2-hardening = separate dev track; may inherit V3 lessons (black-box oracle, fail-open regression, manifest-laundering prevention); not authority for FIX7 until it passes regression and Owner/User promotes it.

4. Evidence / analysis

Macro-5 used the V3 black-box oracle only as a requirement in the no-digest-pass gate (75) — never as a promotion. v0.1 is not overwritten; v0.2 is not promoted / not used as authority. No FIX7 authority change.

5. Candidate / requirement / gate / result

The lock holds verbatim: v0.1 = regression fixture only; v0.2 = separate track, non-authority. Any overwrite of v0.1 or promotion of v0.2 = FAIL.

Promoting v0.2 (after regression) is an Owner/User act; forbidden now.
