0. Status and non-authorization

STATUS: PASS — engineering / design-only. The list of run-class acts that are designed-but-not-run in Macro-5. Engineering PASS ≠ authority PASS. Default: HOLD.

1. Purpose

Distinguish designing a run from executing one, and freeze the latter.

2. Sources / evidence read

Macro-4 do-not-implement register (D82-lineage); bad-input test-run-not-authorized lock (Macro-4 D54); prompt §4 (forbidden). Main process, no reader-agents.

3. Accepted baseline (carried)

Reading any deliverable as a run step is drift → HOLD. A run requires: design-only readiness → GPT → Codex → Owner authority-PASS → rollback plan → runtime-verification plan.

4. Evidence / analysis — do NOT run

the staging build (concept/authorization only)
the candidate B2 producer (no exercise)
candidate inspect_* writes (none)
the delete-fast harness (no delete)

None of the later-chain steps is reached. Every "would run" in the package is a design obligation, not an executed outcome (producer + staging both MISSING). Any execution = HOLD (build/run) or FAIL (write).

Running any of the above is Owner-gated; forbidden now.

7. What remains unresolved

No run has occurred; all runs remain gated.
