0. Status and non-authorization
STATUS: PASS — engineering / design-only. The load-bearing distinction: a green PASS here is engineering, not authority. Engineering PASS ≠ authority PASS. Default: HOLD.
1. Purpose
Prevent the package's PASS from being read as an Owner authorization.
2. Sources / evidence read
Macro-4 engineering-pass-not-authority-pass lock (D72); authority-pass-required-before-build (82); Điều 32. Main process, no reader-agents.
3. Accepted baseline (carried)
An engineering PASS attests the docs are internally correct and non-enacting; it authorizes nothing.
4. Evidence / analysis
| PASS type | What it means | Held by Macro-5? |
|---|---|---|
| engineering PASS | docs correct, non-enacting, LEGO-clean | yes |
| authority PASS | Owner authorizes a write-enabled act | no |
5. Candidate / requirement / gate / result
Macro-5 holds engineering PASSes only. No build, no TD, no write is authorized. The default disposition is HOLD until an Owner authority-PASS is separately granted. Conflating the two = the core governance failure this lock prevents.
6. Owner-gated future work
Granting an authority-PASS is an Owner act; forbidden now.
7. What remains unresolved
No authority-PASS exists; default HOLD.
8. Ready for GPT/Codex review
Yes — Codex should confirm the PASS is engineering-only and default is HOLD.
