STATUS: PASS — engineering / design-only. Reconfirms that designing the workbench does not authorize building it. Engineering PASS ≠ authority PASS. Default: HOLD.

Hold the floor: the workbench concept files are design-readiness, not a build authorization.

2. Sources / evidence read

Staging build authorization gate (57); build-not-authorized lock (12); prompt §3 staging lock. Main process, no reader-agents.

3. Accepted baseline (carried)

This macro "may design readiness for a staging workbench. It must not create it." Forbidden: CREATE/ALTER TABLE, INSERT/UPDATE/DELETE, migration, schema file, corpus, staging table, draft corpus, production data copy.

4. Evidence / analysis

No deliverable contains a CREATE/ALTER/INSERT/UPDATE/DELETE, a migration, a schema file, a corpus, or a staging table. The workbench concept (6–12), delete-fast (37–42), and no-touch (43–48) are requirements/obligations — no build artifact. FRESH check shows no Macro-4 staging object exists; the only staging-like tables are the pre-existing production iu_core.* / unit_edit_draft.
