STATUS: PASS — engineering / design-only. Holds B2 to inspect-producer scope; no mega-birth pipeline. Engineering PASS ≠ authority PASS. Default: HOLD.

Guarantee Macro-4's workbench + IO contracts do not become a fused B1+B2+B3+B4 pipeline.

3. Accepted baseline (carried)

B2 must not certify / canonicalize / mint identity / write KG prov / run backlog / flip gates / promote staging→production / become a mega-birth pipeline. The 2026-03-21 fused INSERT ('backfill:dot-birth-backfill', true, now(), now(), now(), now() via SSH+docker exec — collapsing B1+B2+B3+B4) is the explicit anti-pattern.
