STATUS: PASS — engineering / design-only. Holds the hard floor: building the workbench layer does not lift the actual-TD NO-GO. Engineering PASS ≠ authority PASS. Default: HOLD.

Recommendation ≠ decision ≠ TD. Defining contracts and a workbench is design-readiness, not technical design.

Macro-4 produced: a staging workbench concept (not built), IO contracts (not bound), delete-fast/no-touch requirements (not proven), a bad-input oracle (not run), and a refreshed gate (still NO-GO). It made none of the three Owner decisions and wrote no TD. Every No-Go/Partial input to the entry gate is unchanged or freshly reconfirmed.

5. Contract / requirement / matrix / result

Aggregate B2 TD = NO-GO (unchanged). Actual TD = any schema/DDL/function body/runner wiring; none exists in the 90 deliverables. Opening TD now = ACTUAL_TD_DRIFT → HOLD. The earliest legitimate TD entry is after the three Owner decisions, in a separately authorized macro.
