0. Status and non-authorization

STATUS: PASS — engineering / decision-prep. Shows what changes (and what does not) if the Owner accepts the recommendations. Engineering PASS ≠ authority PASS. Default: HOLD.

1. Purpose

Prevent the misreading that accepting the recommendations closes gates.

2. Sources / evidence read

Macro-2 waivable-vs-nonwaivable gate map, B2 TD no-go reconfirmation, gate-delta. Main process, no reader-agents.

3. Accepted baseline (carried)

A recommendation does not move a gate. A gate moves only when the decision is made, then the TD is built and proven.

4. Evidence / analysis — gate impact

Gate Now If Owner accepts the recommendation Closed by
GATE-3 (Điều 0-G source authority) NO_GO becomes decidable (path chosen) 0G-A recovery or 0G-B waiver + later TD
GATE-4 (channel) — non-waivable open becomes decidable (channel chosen) actual channel decision + proof
GATE-5 (owner) — non-waivable open becomes decidable (model chosen) Điều 37→32 assignment
GATE-1/2 (content/legibility) partial/Go unchanged
Aggregate B2 TD NO-GO still NO-GO all of the above + TD

5. Recommendation / matrix / result

Accepting the recommendations converts three gates from "open" to "decidable" — it closes none. The decisions, then Macro-4 TD work, then proof are what close them.

6. Owner-gated future work

The decisions themselves (channel/owner/source) are Owner acts; forbidden now.

7. What remains unresolved

All gates remain open/NO_GO; aggregate B2 TD NO-GO.

8. Ready for GPT/Codex review

Yes — Codex should confirm no gate is described as "closed" anywhere in the package.
