0. Status and non-authorization
STATUS: PASS — engineering / decision-prep. Shows what changes (and what does not) if the Owner accepts the recommendations. Engineering PASS ≠ authority PASS. Default: HOLD.
1. Purpose
Prevent the misreading that accepting the recommendations closes gates.

Macro-2 waivable-vs-nonwaivable gate map, B2 TD no-go reconfirmation, gate-delta. Main process, no reader-agents.
3. Accepted baseline (carried)
A recommendation does not move a gate. A gate moves only when the decision is made, then the TD is built and proven.

5. Recommendation / matrix / result
Accepting the recommendations converts three gates from "open" to "decidable" — it closes none. The decisions, then Macro-4 TD work, then proof are what close them.
