STATUS: PASS — engineering / decision-prep. Enumerates the risks the Option-D package itself carries. Engineering PASS ≠ authority PASS. Default: HOLD.

Make explicit the residual + process risks that survive even if the Owner accepts the recommendations.

Recommendation ≠ decision ≠ TD ≠ implementation; every drift has a named guard token.
4. Evidence / analysis
The dominant standing risk is not in this package but in the substrate: the backlog grows (+49 since Macro-2) while all gates stay closed — i.e. the cost of HOLD is real and accrues. This is recorded, not resolved.
