STATUS: PASS — engineering / decision-prep. Records the Option-D selection and bundles three lane recommendations for Owner approval. Engineering PASS ≠ authority PASS. Default disposition: HOLD. No channel selected/wired; no owner assigned; no source adopted/patched; no DB write/DDL/DML; no TD; no blocker resolved; v0.1 not overwritten; v0.2 not authority.
1. Purpose
Record that, after the accepted 45-file Macro-2 Owner-decision-readiness bundle, the Owner/User delegated the next-path orchestration choice to GPT, and GPT selected Option D: bundle the three prerequisite decision lanes — (1) channel, (2) S2 owner, (3) Điều 0-G source-authority — into one Macro-3 decision-prep package of separate, independently reviewable control surfaces, each carried one editorial step beyond Macro-2's ballots into a final recommendation the Owner can act on.

Macro-2 owner-decision ballot Result = Option D — bundle channel + Đ0-G + S2 as separate control surfaces; reject E (proceed to actual B2 TD now: GATE-4 channel + GATE-5 owner are non-waivable and open) and F (expand B5/B7: scope creep). Aggregate B2 TD = NO-GO.
4. Evidence / analysis (FRESH 2026-06-19)
governance_object_ownership=0 (S2 genuinely open, not a doc lag); agent-api-executor healthy :8090 but 0 birth-bound; host-cron 54 jobs / 0 birth; pg_cron absent; Điều 0-G working source legible but authority broken (law-00g-birth.md anchor broken; PEN built, STAMP/GATE never built); 1,211,736 uncertified births (+49 vs Macro-2, growing). The three lanes are the non-waivable prerequisites to any actual B2 TD; none is decided here.

6. Owner-gated future work
Selecting a channel, assigning the S2 owner (writing the governance_object_ownership row), and adopting/recovering the Điều 0-G source are Owner acts, forbidden now. Macro-4 (only after Owner approval) prepares staging-build readiness + actual-B2-TD entry gate — still no implementation without separate write-authorization.
7. What remains unresolved
All three lanes remain open Owner decisions; aggregate B2 TD remains NO-GO; all blockers OPEN; the 1.21M-row certification backlog is untouched (and growing).
8. Ready for GPT/Codex review
Yes. Codex should attack: (a) does "Option-D orchestration selection" leak into enactment anywhere? (b) is any lane recommendation phrased as a selection / assignment / adoption? (c) does bundling three lanes re-introduce coupling the LEGO rule forbids?
