The package converts Macro-2's three ballots (no winners) into three final recommendations, each on a separate LEGO control surface, plus a Macro-4 branch plan. Nothing is enacted. Fresh evidence confirms every premise (owner=0, agent-api up/0-birth-bound, host-cron 0-birth, pg_cron absent, backlog 1,211,736 and growing).
