STATUS: PASS — engineering / decision-prep. Records the HIGH residual the accept-with-caveat path (0G-B) would carry. Engineering PASS ≠ authority PASS. Default: HOLD.

Make the STAMP/GATE residual explicit so 0G-B is never chosen blind.
