0G-C = keep GATE-3 NO_GO; do not open Đ0-G-dependent TD; a safe holding pattern with no progress on the source.

For 0G-C: (a) zero risk of premature adoption or a bad waiver; (b) appropriate if S6 is unreachable and the Owner is unwilling to carry the HIGH 0G-B residual. Against: it makes no progress; the Đ0-G-dependent slice of B2 TD stays blocked indefinitely. It is the correct default but a poor destination.
