Macro-3 Điều 0-G Accept-With-Caveat Final Case (2026-06-19)

Date: 2026-06-19 · Workstream: R2-B2-MACRO-3-OPTION-D-OWNER-DELEGATE-DECISION-PACKAGE-2026-06-19 (Deliverable 26 of 60) · Editorial revision: rev1 Class: Điều 0-G case (0G-B) · READ-ONLY · NON-ENACTING · NON-AUTHORIZING · SOURCE_ADOPTION_DRIFT guard · NO source adopted · NO write performed.

Metadata convention. Editorial revision (rev1) only. Storage revision/content_length authoritative at read time.

0. Status and non-authorization

STATUS: PASS — engineering / decision-prep. The case for accept-with-caveat, adopting nothing. Engineering PASS ≠ authority PASS. Default: HOLD.

1. Purpose

Give the Owner the best argument for 0G-B as a fallback — and its hard limits.

2. Sources / evidence read

Macro-2 adoption-risk memo, owner decision ballot; inspect-producer TD-prep BI-5. Main process, no reader-agents.

3. Accepted baseline (carried)

0G-B = waive GATE-3 with caveat; unblocks TD design now; HIGH residual on STAMP/GATE; acceptable only with the caveat recorded + the producer fail-closed on unresolved rules.

4. Evidence / analysis

For 0G-B: (a) it lets actual B2 TD design proceed against the legible working source without waiting on S6; (b) the content is present and legible (PEN/STAMP/GATE readable). Against: (a) authority is absent — this is a waiver, not a fix; (b) STAMP/GATE rules were never built, so the residual is HIGH; (c) it is safe only as a TD-basis, never as a runtime authority, and only if the producer refuses to stamp any rule it cannot resolve (BI-5). It must not become silent source adoption.

5. Recommendation / matrix / result

Recommend 0G-B only as fallback to 0G-A, only for TD-basis, with the HIGH residual recorded (D28) and fail-closed behavior mandatory. Not enacted; nothing adopted here.

6. Owner-gated future work

Waiving GATE-3 is an Owner act; forbidden now.

7. What remains unresolved

STAMP/GATE residual HIGH; authority absent; waiver not granted.

8. Ready for GPT/Codex review

Yes — Codex should attack the line between "accept-with-caveat for TD-basis" and de-facto adoption.
