3. Accepted baseline (carried)
0G-B = waive GATE-3 with caveat; unblocks TD design now; HIGH residual on STAMP/GATE; acceptable only with the caveat recorded + the producer fail-closed on unresolved rules.
4. Evidence / analysis
For 0G-B: (a) it lets actual B2 TD design proceed against the legible working source without waiting on S6; (b) the content is present and legible (PEN/STAMP/GATE readable). Against: (a) authority is absent — this is a waiver, not a fix; (b) STAMP/GATE rules were never built, so the residual is HIGH; (c) it is safe only as a TD-basis, never as a runtime authority, and only if the producer refuses to stamp any rule it cannot resolve (BI-5). It must not become silent source adoption.

Recommend 0G-B only as fallback to 0G-A, only for TD-basis, with the HIGH residual recorded (D28) and fail-closed behavior mandatory. Not enacted; nothing adopted here.
