Fresh evidence (2026-06-19) confirms all three prerequisites are open and Owner-gated: channel substrate fail-closed (RQ-4/13/14/16/17); governance_object_ownership=0 (RQ-15); Đ0-G working source unchanged. GATE-4 and GATE-5 are non-waivable. Therefore the highest-value, lowest-risk next move is to take the three Owner-decision/OOB prerequisites together — as separate, non-coupled deliverables — not to open TD or expand scope.
