3. Accepted baseline (carried)

G-3 = NO_GO_SOURCE_AUTHORITY. Điều 0-G lives at architecture/birth-registry-law.md (a working architecture doc, not in laws/, not in the Constitution); the Constitution's law-00g-birth.md reference is broken; STAMP/GATE are Phase-B and never built. Recovery is out-of-band (external S6); the alternative is Owner acceptance of the working source with the caveat recorded (a GATE-3 waiver).

• The anchor is broken (Điều 4 note): the Constitution's law-00g-birth.md reference does not resolve; the source is architecture/-only.
