1. Purpose
Give the Owner the risk of the accept-with-caveat option (Deliverable 19, 0G-Q1), so a GATE-3 waiver, if chosen, is taken with eyes open.

Reading. Accept-with-caveat is viable but carries a HIGH residual on STAMP/GATE (least-precedented). It is a schedule-vs-authority trade: it unblocks design against the working rules now, at the cost of a recorded caveat and an owed S6 recovery. Recover-first removes the residual but is OOB and may be slow.

If the Owner waives GATE-3, the STAMP/GATE residual must be recorded as HIGH and the producer must stay fail-closed on any rule it cannot resolve (BI-5). This memo recommends no choice between accept-with-caveat and recover-first — it states the risk; the Owner decides (Deliverable 24). OWNER_DECISION_REQUIRED.
