Reading. The three decisions would close G-3/G-4/G-5 (the non-waivable/source gates) — but G-6 (staging) and G-9 (bad-input runtime) still owe a build, and G-11 still owes the structural blockers. So even after the three decisions, actual B2 TD is not automatic: it needs staging readiness (Macro-3, Path 5) and then a separate TD-entry gate. This macro opens none of it.
5. Result
After the three Owner decisions, the entry gate moves from "three Owner-decision/OOB No-Gos + builds" to "builds + a separate TD gate." Actual B2 TD remains a separate, later, Owner-gated step — never automatic. OWNER_DECISION_REQUIRED at each step. No TD opened.
6. Owner-gated future work
The three decisions, then staging (Macro-3), then a separate actual-B2-TD gate, are each Owner-gated; forbidden now.
7. What remains unresolved
