Status: APPROVED OPERATING RULE FOR NEW-IU DOCUMENTARY / DESIGN TRACK
Source: Owner instruction in chat: when GPT and Codex have both agreed on a New IU document or direction, GPT is delegated to approve it for the next safe step. User approval should not become the bottleneck.
Scope: documentary, review, roadmap, decision-ballot, design-only, and read-only survey steps.
Runtime status: this rule is non-runtime and non-build.
1. Rule
For the New IU track, if both GPT and Codex have approved a document, direction, or review closure, GPT may mark it approved for the next documentary/design/read-only step without waiting for a separate User approval turn.
This rule exists to keep the New IU track moving when the review loop has already converged.
2. Boundary
This rule applies to:
- problem statement approval;

- review closure;
- decision-ballot preparation;
- design-only macro sequencing;
- read-only survey sequencing;
- documentation organization;
- handoff and roadmap sequencing.
This rule does not approve production-facing execution. Any step that changes runtime state, formal governance state, or live system behavior must still follow the controlling gates and evidence requirements.

The next safe step is to prepare the New IU decision ballot / next-step decision packet, then proceed to read-only PG/cell carrier mapping only after the documentary gates are clear.
