What changes the content (re-publish triggers)

• A PROC-OWN vote lands → update 01, 04, 06 (official count moves off 0).
• AX-TRIGGER canon → update 02, 07.
• First REAL_RUN → write D16 in full; update 05.
• UI dashboard ships → add a "how to read the dashboard" doc.

Not-yet-written (highest value)

• D11–D17 full bodies (currently backlog stubs).
• A bilingual (VI/EN) executive summary of the two-axis model for non-engineers.
• A "what each of the 525 DB triggers does" reference (auto-generatable from pg_trigger + comments).

Constraint
