How to vote

Cast an approve row in apr_approvals (join key apr_id) as a human president. High-risk quorum = ≥1 human president + ≥2 ai_council. AI agents cannot fill the president slot. Handlers are fail-closed: an approved request still cannot execute until its precondition (axis owner, etc.) is met.

Recommended order

01 → 02 → 03 (get the first official process live) → 05 (events) → 04 (dot:kg, independent track).

What you are NOT signing up for

No bulk officialization. PROC-OWN-03 births exactly job:cut. The other 6 candidates + 117 triggers are separate, later owner decisions. You can stop after any step.

Reversibility

Every step except a birth-admission row is reversible. Birth admission (job:cut) is deliberate and permanent — that's the point of the milestone.
