What AX-PROCESS is

A Registries-Pivot reflection lens over the live MOW workflow registry. Governance home stays GOV-MOW (Dieu-34); AX-PROCESS does not move ownership. Status today: CANDIDATE (axis_registry id 4). Official RP coverage 0/453 until owner+president canon.

The three process types

• TYPE_1_DOT_CONTAINED — single dot tool (e.g. dot-hc-executor).
• TYPE_2_AUTOMATED_MULTI — multi-component automated pipeline (e.g. job:cut).
• TYPE_3_HUMAN_IN_LOOP — requires human action.

Layers (bottom → top)

1. Universe — 453 process-relevant objects (373 DB defs + 80 host-unmanaged).
2. Candidate layer — 19 WPC clusters (all owner UNASSIGNED, canon CANDIDATE_STAGE).
3. Verified — v_process_discovery_verified_candidates_v3: job:cut only (8 members, VERIFIED_PENDING_OWNER).
4. Official — axis_assignment rows. 0 today.

How a process becomes official (the only path)

PROC-OWN-01 assign axis owner → PROC-OWN-02 canon axis → PROC-OWN-03 register process (axis_assignment INSERT). All gated by a human-president approve vote; AI can never satisfy it. Handlers (fn_pa_domain_handler) are STABLE — they plan, they never auto-write canon.
